Does anyone know the ruling on location permission for events. The event on Dovers Hill I had to get permission from NT, but the event on Snowdon I didn't have to prove anything.

The published coordinates for the event are in effect at the side of a public highway, so I didn't seek permission from everyone.
If in reality we end up standing in the nearby beer garden of the pub then of course that's not something ther GC.com reviewer will be aware of.

Out of interest, what sort of issues are you having?
I guess guideline I.1.2. still applies for event caches.
"By submitting a cache listing, you assure us that you have adequate permission to hide your cache in the selected location. If you have permission to place a cache on private property, indicate this on the cache listing for the benefit of the reviewer and those seeking the cache.
In the case of public property, permission can often be obtained from the agency or association that manages the land. Worldwide, there are many such agencies and organizations that regulate geocaching on their managed land. As the cache owner you are responsible for determining who to contact to obtain permission.
Even if you are certain that geocaching is permitted on particular public property, ensure that you have followed any and all requirements established by the land owner or land management agency before placing the cache. There may be locations in which cache hides are inappropriate, even though not prohibited by local laws.
If Groundspeak is contacted and informed that your cache has been placed inappropriately, your cache may be temporarily disabled or permanently archived."

No need - I've just seen your post on this subject on Cachewalker.
Been asked on CacheFace if there is anywhere cheap to stay around the area. Never having booked b&b or hotels in the immediate area I am not sure of what would be the cheapest. I know there are Premier Inn's in Stroud and Stonehouse, which can be cheap sometimes, but other than that does anyone know of anywhere?
Hotel Ibis, Barnwood area and is currently advertise £29 a night Travelodge Hotel, just south of city centre Premier Inn, there are four of these round/in Gloucester

The cacher Muddypad says on his/her GC.com profile that they're a hotel owner located at M5 J14. The only hotel there that springs to mind is this one. One could be cheeky and ask them through their profile for a cacher's discount!

Well I never! Thanks for pointing that out, TJ. As it happens, the cache I ever found, Neptune - The Mystic, is not more than 200 metres from where I'm sitting as a write this.
I plan to arrive for 7.30am. I'll be bringing the banner, log book, small table, trackable container (which is also a trackable now), a few paper plates and plastic forks, and a little cake.
